Naturschutzpolitik In Der Landwirtschaft: Erfahrungen Aus Der Umsetzung Von Greening Und Der Ökologischen Vorrangfläche 2015

Abstract

Das Konzept des Greenings der Direktzahlung ist zentraler Bestandteil der Reform der Gemeinsamen Agrarpolitik der EU (GAP) 2013. Diese Studie geht der Frage nach, welchen Beitrag das Greening und speziell die ökologische Vorrangfläche zum Artenschutz leisten kann und welche Probleme es im Zusammenspiel mit anderen Politikinstrumenten der EU-Agrarpolitik gibt. Hierzu werden 35 qualitative Interviews mit Vertretern der Landesministerien, Beratern und Vertretern des Bauernverbandes in 13 Bundesländern ausgewertet. Ergänzt wird die Analyse mit anderen verfügbaren Daten zur Umsetzung der ökologischen Vorrangfläche in Deutschland. Die Analyse zeigt, dass Landwirte sich hauptsächlich für die Optionen Zwischenfrüchte, stickstoff-fixierende Pflanzen und Brache entschieden haben. Insgesamt zeigt sich, dass Greening und Agrarumweltprogramme sich gegenseitig beeinflussen und andererseits Überlappungen zu Effizienzverlusten führen Der Beitrag zeigt daher Verbesserungspotenziale zur Politikintegration auf. Die befragten Experten sehen vor allem in den Agrarumweltprogrammen die Möglichkeiten für die Verbesserung der Naturschutzpolitik. Als Vorteil wird die Motivation der Landwirte hervorgehoben. Die Verbesserungsvorschläge gehen in Richtung einer besseren finanziellen Ausstattung von Agrarumweltprogrammen und einer Vereinfachung des bürokratischen Aufwands von Greening.
