Konflikte und Gleichgewichte im Forschungssystem: Akteurkonstellationen und Entwicklungspfade in der staatlich finanzierten außeruniversitären Forschung

Abstract

Neben der Forschung an den Hochschulen und in der Industrie hat sich die staatlich finanzierte außeruniversitäre Forschung zu einem eigenständigen Sektor des Forschungssystems in der Bundesrepublik entwickelt. Die empirische Untersuchung zeichnet zunächst nach, wie sich die finanzielle und personelle Ressourcenausstattung verschiedener Gruppen der zu diesem Sektor gehörenden Forschungsorganisationen entwickelt hat. Kern der Studie ist der Prozeß der Ausdifferenzierung und Spezialisierung bestimmter Typen von Forschung seit 1945 und dessen politische Steuerbarkeit. Es zeigt sich, daß die konflikthaften Auseinandersetzungen zwischen den beteiligten Akteuren institutionelle Gleichgewichte hervorgebracht haben, zu denen für die einzelnen Akteure keine individuell vorteilhafteren Alternativen erkennbar sind. Insgesamt kann die Entwicklung dieses forschungspolitischen Sektors als eine von niemandem so gewollte, aber dennoch nicht zufällige Ordnungsbildung charakterisiert werden.
