Institutionalisierung der Forschungspolitik: Entstehung, Entwicklung und Steuerungsprobleme des Bundesforschungsministeriums

Abstract

Am Beispiel des Bundesministeriums für Forschung und Technologie (BMFT) und seiner administrativen Vorläufer wird in dem Buch gezeigt, wie auf Bundesebene schrittweise politische Kompetenzen in der Forschungspolitik aufgebaut, die entsprechenden Organisations- und Entscheidungsstrukturen geschaffen sowie neue Fachprogramme und politische Handlungsinstrumente entwickelt wurden. Dabei läßt sich zeigen, daß die geschilderten politischen Institutionalisierungsprozesse vielfach nicht das Ergebnis gezielter Planung waren, sondern sich als nicht-vorhergesehenes und zum Teil auch nicht gewolltes Resultat des Zusammenwirkens einer Vielzahl von Akteuren ergaben. Politische Steuerungsmotive spielten zumindest in der Anfangsphase eine nur nachgeordnete Rolle.
