Die Auswirkungen der Digitalisierung in der Industrie auf den Gütertransport in Österreich

Abstract

Vorliegender Bericht beschreibt die 2. Phase eines Projektes, das den Einfluss von Digitalisierung im Produktionsprozess der warenerzeugenden Industrie auf die Nachfrage nach Schienen-Güterverkehr abschätzen soll. Die Nachfrage nach Gütertransportleistungen leitet sich maßgeblich aus der Industriestruktur, der industriellen Spezialisierung und dem Warenhandel eines Landes ab. Die Digitalisierung und anderer technischer Wandel, aber auch kurzfristig auftretende krisenhafte Erscheinungen beeinflussen diese Nachfrage sowohl auf kurze als auch auf lange Frist. Die vorliegende Analyse versucht dies in eine quantitative Analyse überzuführen. Projekt wie Bericht bestehen aus zwei großen Teilen, die dann zu einem Szenarienmodell zusammengeführt werden: Der erste Teil behandelt die Frage, welche Auswirkungen der Digitalisierung auf die Güternachfrage (im Außenhandel wie in der Binnennachfrage) identifiziert werden können. Neben der Digitalisierung werden dabei auch wirtschaftliche Schocks untersucht, nicht zuletzt, weil das Jahr 2020 auch durch eine unvorhersehbare Pandemie gekennzeichnet war. Der zweite Teil befasst sich mit der von der Güternachfrage abgeleiteten Nachfrage nach Transportdienstleistungen, besonders der Nachfrage nach Schienentransportdienstleistungen und dem Modal Split. Der Einfluss von Transportinfrastruktur wird dabei miteinbezogen. Der dritte Teil beschreibt die Zusammenführung der Hauptergebnisse der Teile 1 und 2 in Form eines Szenarienmodells.
