Kurzarbeit im Korsett der Versicherungslogik: Es ist Zeit, die „Bazooka“ neu zu justieren

Abstract

Kurzarbeit hat in wirtschaftlichen Krisen wesentlich dazu beigetragen, die Konjunktur zu stabilisieren und Arbeitsplätze zu sichern. Gleichwohl weist sie in ihrer bisherigen Ausgestaltung Schwachstellen auf. So ist die allzu strikte Orientierung an der Versicherungslogik insbesondere unter Verteilungsgesichtspunkten problematisch. Auch bei der Bewältigung des Strukturwandels erweist sich Kurzarbeit als ambivalent.
