Österreich 2025 – Österreichs Wettbewerbsposition und Exportpotentiale auf ausgewählten Zukunftsmärkten

Abstract

Die österreichischen Handelsbeziehungen konzentrieren sich nach wie vor in hohem Maße auf den europäischen Markt. Die Analyse einer Vielzahl von Indikatoren, die die künftige Importnachfrage mitbestimmen, liefert ein Bild des makroökonomischen Umfeldes und der mittelfristigen Wachstumsaussichten für 55 Wirtschaftsräume außerhalb der EU und der EFTA, die ein Potential für den Export heimischer Waren und Dienstleistungen bieten. Auf Basis eines Gravitationsmodells für bilaterale Waren- und Dienstleistungsexporte werden in der Folge wirtschaftspolitisch beeinflussbare Angebotsfaktoren identifiziert, die maßgeblich zur Verbesserung der Wettbewerbsfähigkeit von Volkswirtschaften beitragen können. Im Zentrum der Untersuchung stehen Maßnahmen zur Steigerung der Forschungs- und Entwicklungsintensität und der (öffentlichen) Ausgaben im tertiären Bildungsbereich sowie die Umsetzung einer nachhaltigen Energiepolitik. Unter der Annahme, dass Österreich in Bezug auf diese drei Wettbewerbsindikatoren zu den skandinavischen Ländern (Dänemark, Finnland, Schweden) aufschließen könnte, ergeben sich in den simulierten Alternativszenarien für alle Angebotsfaktoren positive Exportimpulse. Die höchsten Exportpotentiale werden in den Industrieländern in Übersee sowie in den BRICS-Ländern identifiziert; sie wären dank der soliden mittelfristigen Wachstumsaussichten in diesen Regionen zudem am besten zu realisieren.
