Die Privatisierung öffentlichen Eigentums als Instrument der Wirtschaftspolitik: Privat- versus Staatseigentum an Unternehmen – theoretische Grundlagen

Abstract

"Wettbewerb", "Liberalisierung" und "Privatisierung" sind Reizworte in der wirtschaftspolitischen Diskussion in Österreich. Um zu einer Versachlichung der wirtschaftspolitischen Diskussion zum Thema "Privatisierung öffentlichen Eigentums" beizutragen, analysiert das WIFO in drei Monatsberichtsartikeln auf der Grundlage der theoretischen Literatur und der empirischen Evidenz objektiv und ausgewogen nicht nur die Vorteile und Möglichkeiten, sondern auch die Nachteile und Probleme von Privatisierungen. Der vorliegende erste Teil der Artikelserie beschäftigt sich mit den theoretischen Grundlagen und Wirkungszusammenhängen von privatem und staatlichem Eigentum an Unternehmen. Staatseingriffe in Form öffentlichen Eigentums an Unternehmen sind in einer Marktwirtschaft gemäß der ökonomischen Theorie nur dann gerechtfertigt, wenn Marktversagen vorliegt und dieser konkrete Staatseingriff dieses Marktversagen auch beseitigen kann.
