Interwencjonizm czy liberalizacja w polityce regionalnej?

Abstract

Celem pracy jest odpowiedź na pytanie, czy i w jakim zakresie w kreowaniu polityki regionalnej można wykorzystać dorobek koncepcji teoretycznych nurtu klasycznego ­i/­lub nurtu keynesowskiego? Podjęte w artykule rozważania są próbą rozstrzygnięcia dylematu, czy polityka regionalna powinna mieć charakter tradycyjnej polityki wyrównawczej, co oznaczałoby zawężenie wsparcia tylko do najbiedniejszych regionów, czy powinna być nastawiona na wspieranie bogatszych obszarów. Starając się osiągnąć wyznaczony cel pracy, dokonano przeglądu dotychczasowych rozważań na temat mechanizmów rozwoju społeczno‑gospodarczego w układzie regionalnym, przy zastosowaniu metody analizy literatury przedmiotu. Analiza wykazała, że przy kreowaniu polityki regionalnej należy zachować racjonalną równowagę między wpływem zarówno liberalizmu, jak i interwencjonizmu. Kluczową rekomendacją płynącą z takiego podejścia pod adresem polityki regionalnej jest promowanie modelu policentrycznej umiarkowanej koncentracji,której istotą jest wzmocnienie średnich i małych miast oraz budowanie funkcjonalnej sieci powiązań między nimi oraz między tymi ośrodkami i otaczającymi je obszarami. Tak wzmacniane gospodarczo obszary (otaczające miasta), będąc naturalnym zapleczem aglomeracji, mogą stać się ich równorzędnymi partnerami i jednocześnie dodatkowym bodźcem rozwoju regionu. Dlatego działania finansowane z publicznych środków powinny zmierzać do uruchomienia (tam gdzie ich nie ma), uzupełnienia (tam gdzie jest ich niewiele) i wzmocnienia (tam gdzie są relatywnie słabe) wewnętrznego potencjału poszczególnych subregionów. Priorytetem interwencji polityki regionalnej powinno być finansowanie wszelkich działań nakierowanych na ułatwienie w tworzeniu i funkcjonowaniu lokalnych przedsiębiorstw, mających kluczowe znaczenie dla potencjału wewnętrznego subregionów, wzmocnienie sieci powiązań formalnych i nieformalnych między tymi przedsiębiorstwami, instytucjami naukowo­‑badawczymi, ośrodkami doradczo­‑szkoleniowymi i administracją publiczną.
