Strategiczne interakcje przestrzenne między decyzjami wydatkowymi gmin w Polsce w latach 2008–2014

Abstract

W artykule dokonano empirycznej weryfikacji hipotezy badawczej o zależności poziomów wydatków gmin w Polsce od poziomów wydatków sąsiadujących samorządów gminnych. Oszacowania dynamicznych panelowych modeli przestrzennych dla poziomu wydatków gmin ogółem w latach 2008–2014, jak również dla poziomów wydatków na realizację poszczególnych grup zadań wskazują, że gminy zwiększają (zmniejszają) własne wydatki w reakcji na wzrost (spadek) wydatków okolicznych gmin. Dalsze analizy wykazały, że w przypadku wydatków na oświatę i wychowanie, kulturę i ochronę dziedzictwa narodowego oraz turystykę efekt ten wzmacnia się w latach wyborczych, co sugeruje, że strategiczne interakcje przestrzenne między decyzjami wydatkowymi gmin są zgodne z teorią naśladownictwa (ang. yardstick competition) i mają podłoże w oportunistycznych działaniach władz samorządowych, dążących do utrzymania politycznych stanowisk. Siła strategicznych interakcji przestrzennych zależy również od stopnia samodzielności finansowej gminy – im jest on wyższy, tym wyższa jej reakcja na decyzje wydatkowe sąsiadujących gmin.
