Государственная Политика На Рынке Труда: Реформирование Институтов В Странах Оэср

Abstract

Необходимость повышения гибкости рынка труда и его адаптивности к различным шокам требует от органов госуправления такой перенастройки его институтов, которая наиболее полно соответствует современным социально-экономическим условиям. Основная цель данной статьи - сравнение двух этапов реформирования рынка труда (1990-2007 и 2008-2017 гг.) в странах ОЭСР. Анализ сосредоточен на наиболее важных институтах рынка труда: законодательстве о защите занятости, системе установления заработной платы и активных программах. Задача исследования в том, чтобы выявить основной вектор происходящих здесь изменений, проанализировать особенности и итоги проводимых преобразований и, главное, ответить на вопрос, способствовали ли новые регулирующие нормы повышению гибкости рынка труда. В основе исследования лежит институциональный анализ. В отечественной литературе реформа рынка труда в странах с развитой и переходной экономикой рассматривается либо в страновом аспекте, либо применительно к отдельным направлениям реформирования. Особенностью данной работы является взаимосвязанный анализ реформирования трех основных институтов рынка труда, а также получение ответа на вопрос, почему после почти двух десятилетий реформ потребовалась новая перенастройка политики на рынке труда. Основными источниками статистической информации стали: База данных ОЭСР по занятости и рынку труда (Employment and Labour Market Statistics Database); База обновленных данных по законодательству о защите занятости (Employment Protection Database, 2013 update); База данных по расходам и участникам программ активной политики (Public expenditure and participant stocks on LMP). Знакомство с основными направлениями подобных реформ в странах ОЭСР, их положительными итогами и возможными негативными последствиями позволит государственным органам Российской Федерации выбрать наиболее оптимальный вариант институциональных изменений.
