Методы Технологической Трансформации Производственной Системы

Abstract

Предложен механизм адаптивного управления технологической модернизацией экономики на микро- и мезоуровне. Он включает модели и методы выбора способов производства и целенаправленных управляющих воздействий, регулирующих переход к новым технологиям в соответствии с внутренними свойствами производственной системы и внешними ресурсными ограничениями. Выделены основные свойства производственной системы, влияющие на подвижность системы и способность к адаптации. Обсуждается возможность включения (ингрессии) в экономическую систему особых структур и отношений, способствующих согласованию интересов экономических агентов, к примеру в рамках формирования соответствующей корпоративной культуры и поддержки со стороны макрорегулятора. Представлены общая схема технологической трансформации производственной системы и комплекс экономико-математических моделей технологических изменений. Приведено описание моделей формирования вариантов модернизации, выбора новых технологий, выбора способов управления и стимулирующих мер с учетом ресурсных и ценовых ограничений. Создание и апробация организационно-экономических механизмов трансформации технологий и среды базируется на итеративных процедурах взаимной настройки объекта и среды при различных входных параметрах. Такой подход позволяет полнее обосновать решения в переменчивой среде, а также сбалансировать их по ряду существенных технологических и экономических параметров.
