Компенсация Повышенных Процентов За Кредит С Помощью Механизмов Государственной Поддержки

Abstract

Исследуется проблема компенсации повышенных процентов по кредиту с помощью неналоговых механизмов государственной поддержки: участия государства в софинансировании инвестиционных проектов и субсидирования процентов по кредиту. В качестве критерия компенсации рассматривается оптимальный ожидаемый NPV инвестора от реализованного проекта. Получена граница, в рамках которой проценты по кредиту могут быть скомпенсированы с помощью указанных механизмов государственной поддержки, а также выведен ряд условий, при выполнении которых компенсация обеспечивает неотрицательность бюджетного эффекта (т.е. ожидаемые налоговые поступления от реализованного проекта превысят затраты государства на поддержку проекта).
