Mitbestimmung und Massenmedien. Zeitungen als politische Akteure im deutschen Mitbestimmungsdiskurs (Co-determination and the Mass Media. Newspapers as Political Actors in the German Discourse on Co-Determination)

Abstract

Anhand einer Inhaltsanalyse, die den Diskurs ueber Mitbestimmung in der Frankfurter Allgemeinen Zeitung, der Sueddeutschen Zeitung sowie der tageszeitung fuer den Zeitraum von 1998 bis 2007 rekonstruiert, wird die Frage untersucht, inwiefern die deutschen Massenmedien selbst als autonome politische Akteure in der Auseinandersetzung um Mitbestimmung eine Rolle spielen. Dabei werden drei Diskursdimensionen beruecksichtigt: die Themenwahl (das Agenda-Setting), die Auswahl von Sprechern (das Standing von Akteuren) und die Verwendung von Deutungsrahmen (das Framing von Themen). Insgesamt sprechen die Ergebnisse der Inhaltsanalyse dafuer, dass Massenmedien im Diskurs ueber Mitbestimmung zum Teil eine aktive politische Rolle spielen. Zwar scheinen fuer das Agenda-Setting im Untersuchungszeitraum eher generelle Nachrichtenfaktoren massgeblich gewesen zu sein. Doch sowohl das Standing der verschiedenen Akteursgruppen als auch die Deutungsrahmen und Handlungsempfehlungen weisen zum Teil Differenzen zwischen den untersuchten Zeitungen auf, die nur als Ausdruck unterschiedlicher politischer Positionen erklaerbar sind. (The aim of this paper is to explore to what extent German mass media can be seen to serve as political actors in the conflict about co-determination. For this purpose, a content analysis was performed capturing using the coverage of supervisory board co-determination between 1998 and 2007 in the national daily newspapers “Frankfurter Allgemeine Zeitung”, “Sueddeutsche Zeitung” and “Ttageszeitung”. Three discourse dimensions were considered: agenda-setting, the standing of political actors and framing. Our results indicate that German mass media partly do play an active role part in shaping the discourse on co-determination. While agenda-setting seems to reflect mainly general news values, discrepancies differences between the analysed newspapers analysed with respect to both the standing of various actors and their dominant frames of analysis can only be attributedable mainly to the papers’ different political positions.)
