Cohérence du calcul économique et financement public des grands projets d'infrastructure. Le cas de l'autoroute ferroviaire

Abstract

[eng] Wieving a generalized congestion for highways in the middle-run, the « autoroute ferroviaire » could be an innovative answer. Nevertheless, economic studies are showing the financial reliability weakness for this project, wich lies in pricing low level for road freight. Such a practice reveals the possibility of inconsis­tency in Cost-Benefit Analysis. Disconnecting pricing and investment is a bias for evaluation, and only Cost-Benefit Analysis and Organisation Evaluation could face with this basic rule of consistency. In such a integrated framework, a new assess­ment is carried out for the project. The variability of public financing to infrastruc­ture pricing is also pointed out. [fre] Dans une perspective de congestion généralisée des infrastructures autorou­tières à moyen terme, /'« autoroute ferroviaire » semble être une solution inno­vante à privilégier. Toutefois, les études économiques concluent à une faible rentabilité financière du projet, liée à une situation de sous-tarification du transport routier de marchandises. Cette pratique révèle le non-respect du principe de cohérence au sein du calcul économique public. Cette déconnexion entre options de tarification et options d'investissement biaise l'évaluation, et seuls l'Analyse Coûts-Avantages et le Calcul Économique Organisationnel respectent la règle minimale de cohérence. Dans le cadre d'un calcul économique intégré, une nou­velle évaluation du projet est alors proposée. Elle montre la sensibilité des niveaux de financement public à la variable « prix ».
