Pourquoi la prévision modélisée déçoit-elle ?

Abstract

[eng] Why are economic forecasts disappointing ?. . Economic forecasting has been a deceiving activity, in recent years. Putting aside the traditional explanation of an inadequacy of economic theory or of an inadequate incorporation of economic theory in econometric models, this article examins two alternative interpretations : an increasing difficulty of forecasting ; a bad production and distribution system for forecasting. On the first interpretation, the facts are ambiguous. The variability of fluctuations has slightly increased in the 80s, but unevenly ; the interdependence of major economies is both a factor of simplification and complexity for modelling purposes. As to the second interpretation, it suggests that we should " model the modeller " and analyze the forecasting industry with the tools of industrial economies. Some propositions concerning the French forecasting Industry are suggested. [fre] Pourquoi la prévision modélisée déçoit-elle ?. . Les prévisions issues des modèles économétriques ont, au cours des dernières années, beaucoup déçu. Laissant de côté l'explication d'une inadéquation de la théorie économique ou, en tout cas, de celle prise en compte dans ces modèles, cet article examine deux autres hypothèses : la prévision serait devenue plus difficile ; le mode de production et de commercialisation des prévisions serait lui-même défaillant. Sur la première, le résultat est ambigu : la variabilité des grandeurs économiques a plutôt crû au cours des années quatre-vingt, mais de manière inégale ; l'interdépendance des économies est à la fois un facteur de simplification et de complexification des prévisions. Quant à la seconde hypothèse, elle suggère de « modéliser le modélisateur » et d'analyser l'industrie de la prévision avec les outils de l'économie industrielle. Quelques suggestions concernant la France sont proposées.
