Emotional Intelligence аs а Factor for Forming the Personality of the Leader in the Municipal Administration on the Territory of the Republic of Bulgaria

Abstract

This article aims to investigate and present emotional intelligence as a factor that influences the formation of the leader’s image on the example of the municipal administration in the Republic of Bulgaria. The study draws on data from an online survey among the mayors in the municipalities on the territory of the Republic of Bulgaria, as well as the regional mayors of the cities of Sofia, Plovdiv and Varna. The survey started in June 2022 and ended in September 2023, and at the time of writing the responses of 57 of the mayors have been received. In this article, emphasis is placed on one of the questionnaires used in the study. It includes 30 questions and is aimed at measuring the level of emotional intelligence of the surveyed mayors. The methods which are applied for the data analysis are descriptive statistics, calculation of mean values, correlation analysis and testing of statistical hypotheses. The analysis identifies the mean values of emotional intelligence in general, as well as separately by gender criteria. A comparative analysis is made between the obtained results on the mean values of emotional intelligence of the investigated mayors, as representatives of the local self-government (public administration), and the data from a survey conducted with the same questionnaire in business organizations. Based on the observed mean values of emotional intelligence of the mayors, a profile can be built through which the candidates for public positions can be selected. In the future, a relationship between emotional intelligence and leadership can be investigated, as well as a relationship between the emotional intelligence coefficient and the mayor’s personal qualities, their reflection on the financial and economic indicators of the respective municipality/district, the mandate and performance of the mayor and the municipality/district in the public space.
