Congestion Tolling for Uniform and Nonuniform Demand Cycles When Toll-Revenue Benefits Are Discounted

Abstract

Presents a congestible facilities' model and shows that rent-seeking always dictates lower full-user-cost prices and tolls than those indicated by conventional analysis of public service expenditures.
