La partecipazione dei cittadini nei processi di fusione di comuni in veneto: un?occasione mancata?

Abstract

La review della letteratura di scienze politiche, management pubblico e di sociologia economica sugli articoli e i volumi degli ultimi trent?anni riguardo al riordino territoriale, e nella fattispecie le fusioni tra Comuni, si focalizza prevalentemente sugli aspetti organizzativi e funzionalisti derivanti dall?optimal size, dando poca evidenza alla questione partecipativa, prevista dall?attuale norma di riferimento, che, come evidenziato da alcuni autori, appare pi? uno strumento di legittimazione sociale delle politiche pubbliche di riassetto amministrativo che di reale coinvolgimento dei cittadini. Alla luce dell?obiettivo della ricerca, atto ad analizzare la portata di processi partecipativi nell?ambito dell?iter di fusione di Comuni, l?articolo si concentra sui processi di fusione e i relativi studi di fattibilit? realizzati in Veneto dal 2013 al 2018, provando a verificare se vi sono stati reali rapporti di partecipazione e di coinvolgimento della cittadinanza che, comunque, ? tenuta a esprimersi attraverso il referendum consultivo.
