La copertura digitale del territorio rurale: un?analisi sui comuni marchigiani

Abstract

La carenza di statistiche territorialmente disaggregate ha a lungo ostacolato la comprensione del divario digitale. Questo lavoro, utilizzando nuovi dati comunali, analizza la copertura delle reti fisse a banda larga prima dell?avvio dei piani pubblici nazionali chiamati a risolvere il divario digitale infrastrutturale. L?analisi comparativa si concentra sulle Marche - una piccola regione fortemente rurale ma, al contempo, a forte vocazione manifatturiera. Emerge innanzitutto che il divario digitale delle Marche e dell?Italia Centrale era superiore a quello medio nazionale. Inoltre, i territori pi? colpiti erano quelli pi? rurali, e gli investitori privati mostrano di aver mirato alle aree a pi? elevato potenziale di mercato, maggiormente accessibili e tendenzialmente con meno problemi di sviluppo. Il tutto conferma la necessit? di un robusto piano di intervento pubblico per la soluzione dei fallimenti del mercato nello sviluppo della knowledge economy e l?inclusione digitale - anche nell?attuale passaggio alle reti di nuova generazione (Nga).
