Abstract

Der genossenschaftliche FinanzVerbund und die Sparkassen-Finanzgruppe werden als Netzwerke durch die aus der Förderalismustheorie entlehnten Kriterien für netzwerkorientierte Güter auf verschiedenen Ebenen analysiert. Im Ergebnis zeigt sich unter anderem, dass die Konsolidierung im genossenschaftlichen Verbund weiter fortgeschritten ist, wodurch eine im Vergleich effizientere Arbeitsteilung auf Ebene der Verbundunternehmen gegeben ist. Die größere Heterogenität im Sparkassennetzwerk lässt sich mit unterschiedlichen regionalen, aber auch politischen Präferenzen begründen. Auf Grundlage der Netzwerkanalyse und vor dem Hintergrund der aktuellen Diskussion über die Drei-Säulen-Struktur werden für das Sparkassennetzwerk Umwandlungsszenarien entworfen. Dabei zeigt sich, dass für die Umwandlung der Sparkassen einheitliche Modelle auf zentraler Ebene zu entwickeln sind.
