Auswirkungen der neuen Basler Eigenkapitalvereinbarung auf die Finanzierung von KMU

Abstract

In June 2004 the final version of the Benchmark Risk Weight (BRW) function in the Internal Ratings-Based Approach of Basel II was presented by the Basel committee. This article reviews the final changes of the accord under the perspective of loan granting to small- and medium sized enterprises (SMEs). Due to the rather gently inclined slope of the BRW function and some other changes in the final version of the accord the committee achieves the target to relieve capital requirements for SME loans in comparison to former versions of Basel II. We further provide a case study investigating the implications of Basel II on loan granting and capital access of SMEs. A consequence of the new capital accord could be an improved transparency between SME creditors and lenders. Further the demanding relevance of the creditworthiness of an obligor may also be an incentive for SMEs to increase their equity capital. Im Juni 2004 wurde die vorerst letzte Version der Risikogewichtskurve des Internal-Ratings-Based (IRB)-Ansatzes von Basel II vorgestellt. Der Artikel beschreibt zunächst die finale Version der Risikogewichtskurve des Basler Akkords unter dem Blickwinkel der Auswirkungen auf die Finanzierung kleiner und mittelständischer Unternehmen (KMU). Durch eine Abflachung der Risikogewichtskurve gegenüber vorherigen Versionen des Akkords sowie weitere Änderungen wurde zumindest teilweise die angestrebte Entlastung für KMUs im Vergleich zur ursprünglichen Version von Basel II erreicht. Mithilfe einer Fallstudie werden Implikationen von Basel II auf die Finanzierung von KMUs untersucht. Eine Konsequenz der neuen Eigenkapitalvereinbarung ist nicht zuletzt ein zukünftig notwendiger besserer Informationsfluss sowie größere Transparenz zwischen den Unternehmen und deren Kreditgeber. Weiterhin könnte die gestiegene Bedeutung der Bonität der Kreditnehmer auch zur Stärkung der Eigenkapitalausstattung bei mittelständischen Firmen führen.
