Prospects for modernization of regional economies in remote regions of Far North‐East Russia

Abstract

As Russia transitioned to market relations with its Far North‐East1 region, its industrial production declined sharply, the share of federal subsidies reached 50–70% of regional budget revenues, and the population declined by more than 60% since 1990. The results of our study show that, along with changes in external economic conditions, the reasons for this transformation are the various peculiarities of the northern and Arctic regional economy, including mono‐specialization on gold mining, depletion of basic assets, increased costs, lack of infrastructure, and reduction in standard of living. We propose to change the trajectory of regional development through modernization of the economy. To this end, directions and institutional conditions of diversification of extracted resources and measures to improve the standard of living of the population are identified. Efficiency of the implementation of the new investment projects is also calculated. A medida que Rusia ha hecho una transición hacia las relaciones comerciales con su región del Lejano Noreste1, su producción industrial disminuyó considerablemente, la proporción de subsidios federales alcanzó el 50‐70% de los ingresos del presupuesto regional, y la población disminuyó en más del 60% desde 1990. Los resultados de nuestro estudio muestran que, junto con los cambios en las condiciones económicas externas, las razones de esta transformación son las diversas peculiaridades de la economía regional del norte y del Ártico, como su monoespecialización en la minería del oro, el agotamiento de los recursos básicos, el aumento de los costos, la falta de infraestructura y la caída en el nivel de vida. El artículo propone cambiar la trayectoria del desarrollo regional mediante la modernización de la economía. Con ese fin, se determinan las directrices y las condiciones institucionales de diversificación de los recursos que se extraen, así como algunas medidas para mejorar el nivel de vida de la población. También se calcula la eficiencia de la ejecución de los nuevos proyectos de inversión. ロシアが極東地域との市場関係に移行したことにより、ロシアの工業生産は急激に減少し、地域の財政収入における連邦補助金の割合は50~70%を占めるようになり、人口は1990年から60%以上減少した。本研究の結果から、この変化の理由は、外部経済の状況の変化とともに、金採掘の一点特化、基本財産の枯渇、コストの増加、インフラの欠如、生活水準の低下など、北部及び北極地域経済の様々な特殊性にあることが示される。我々は、経済の近代化を通じて地域開発の方針を変えることを提案する。この目的のために、抽出された資源の多様化の方向性と制度的条件および住民の生活水準を改善するための方策を特定した。さらに、投資プロジェクトを新規に実施することの効率性を計算した。
