La política pública de turismo en Montevideo, Uruguay (2000-2019)

Abstract

El presente trabajo tiene como objetivo describir cuáles han sido los contenidos y los cambios en la política pública de turismo en los últimos veinte años en Montevideo, Uruguay. Se utilizó el método de Análisis de Políticas Públicas y su aplicación a las políticas turísticas. Durante todo el período de estudio, la organización y coordinación, planificación, la promoción y el estímulo han sido los principales ámbitos de actuación del gobierno local en el contexto del turismo. Sobre el alcance de los cambios introducidos en las políticas turísticas en Montevideo a lo largo del período de estudio, se distinguen tres bloques de políticas con relación al grado de transformación implementado: de innovación, de ajustes y de consolidación. El trabajo contribuye además a la discusión de las políticas turísticas en el campo del análisis de las políticas públicas.
