Organizações não governamentais e a sustentabilidade do turismo

Abstract

Neste estudo, derivado de tese de doutorado, discutimos intervenções das ONGs em comunidades turísticas. Refletimos sobre aspectos da participação, conflitos socioambientais e inclusão social que ocorrem nas comunidades e nas APs onde há turismo realizado por ONGs. As ONGs seriam catalisadoras de ações em prol da conservação ambiental, por geralmente atuarem de forma representativa, democrática e participativa (RABINOVICI; FERREIRA, 2008). Há o ideal de transformar as populações locais em sujeitos atuantes e inseridos na construção de pactos sociais e políticos. Exemplos estudados evidenciam o empenho das ONGs em contribuir com a busca da sustentabilidade no turismo. A realidade observada nos mostra que o turismo e o mau uso dos processos participativos, podem ser ameaça e risco, ao invés de oportunidade. As ONGs ocupam papéis contraditórios nos projetos: buscam colaborar, mas, por vezes, acirram os conflitos já existentes, criam novas demandas e, com isso promovem retrocessos que podem ser complicados para comunidades e APs.
