تحليل فاعلية الإطار المؤسسي الفلسطيني في دعم المبادرات الريادية في الضفة الغربية... مقاربة سياساتية في سياق الهشاشة السيادية

Abstract

تهدف هذه الدراسة إلى تحليل فاعلية الإطار المؤسسي الفلسطيني في دعم المبادرات الريادية في الضفة الغربية خلال الفترة (2018- 2024)، في ظل سياق يتسم بالهشاشة السيادية والقيود الجيوسياسية. اعتمدت الدراسة منهجًا وصفيًا تحليليًا نوعيًا، مستندة إلى «التكامل الثلاثي» للأدوات التحليلية: (التحليل الوثائقي، والمقارن، والنقدي) لمتن دراسة شملت (45) وثيقة سياساتية وتشريعية، وذلك بالاستناد إلى نموذج (Bardach) لتحليل السياسات العامة.يكشف التحليل عن حالة من «النضج المؤسسي المنقوص»؛ حيث تتوافر أطر قانونية حديثة مقابل محدودية في القدرة التنفيذية وضعف التنسيق البيني. وتوصلت الدراسة إلى أن الفجوة المؤسسية ناتجة عن عدم المواءمة بين الطموح التشريعي والبيئة الإجرائية المقيدة. وبناءً عليه، تقترح الدراسة خريطة طريق سياساتية ترتكز على: مأسسة الصلاحيات التنفيذية للمجلس الأعلى للتميز والإبداع كمظلة مركزية. رقمنة رحلة الريادي عبر بوابة موحدة لخفض تكلفة المعاملات. تفعيل أدوات التمويل البديل (مثل الاستثمار الملائكي) لتعزيز الصمود الرقمي والمادي للمبادرات. تساهم هذه النتائج في تقديم مقاربة عملية لتحويل الأزمات إلى فرص للابتكار المستدام في بيئات الصراع.
