أثر القيادة الدبلوماسية في إدارة الأزمات لدى المؤسسات الحكومية في محافظة بيت لحم

Abstract

هدفت هذه الدراسة إلى فحص أثر القيادة الدبلوماسية بأبعادها (تطوير الثقافة، التعاون، الاتصال والوضوح، الهدف المشترك) في إدارة الأزمات بأبعادها (استكشاف الأزمة، الاستعداد لحدوث الأزمة، احتواء الأزمة، استعادة النشاط والتوازن، التعلم من الأزمة) لدى المؤسسات الحكومية في محافظة بيت لحم، فلسطين,. اعتمدت الدراسة المنهج الوصفي الارتباطي، واستُخدمت الاستبانة أداةً لجمع البيانات. تكوّن مجتمع الدراسة من جميع الموظفين الإداريين في المستويين الأدنى والأوسط بالمؤسسات الحكومية الفلسطينية في محافظة بيت لحم البالغ عددهم (4730) موظفًا، واستُرِدّت (355) استبانة صالحة للتحليل. حُلِّلت البيانات باستخدام المتوسطات الحسابية وتحليل الانحدار الخطي البسيط.أظهرت النتائج أن مستوى ممارسة القيادة الدبلوماسية جاء مرتفعًا بمتوسط حسابي (3.528) ووزن نسبي (70.6%)، فيما جاء مستوى إدارة الأزمات متوسطًا بمتوسط حسابي (3.278) ووزن نسبي (65.6%). كشف تحليل الانحدار عن وجود أثر ذي دلالة إحصائية عند مستوى (α ≤ 0.05) للقيادة الدبلوماسية في جميع أبعاد إدارة الأزمات، حيث تراوحت معاملات التحديد المُعدّلة بين (0.513) لاحتواء الأزمة و(0.736) لاستكشاف الأزمة، مما يؤكد القدرة التفسيرية القوية للنموذج.تُعد هذه الدراسة من أولى الدراسات التي تتناول القيادة الدبلوماسية في سياق إدارة الأزمات داخل القطاع العام الفلسطيني، وهي بيئة تتسم بعدم الاستقرار السياسي والاقتصادي، مما يمنح النتائج خصوصية سياقية تُثري الأدبيات العربية في هذا المجال نادر الدراسة. وتُوصي الدراسة صانع القرار في المؤسسات الحكومية الفلسطينية بتبني برامج تطوير قيادية تركز على تعزيز أبعاد القيادة الدبلوماسية، وبناء أنظمة إنذار مبكر للأزمات، وتعزيز ثقافة التعلم المؤسسي من الأزمات السابقة.
