آليات إعادة إعمار قطاع غزة بعد حرب 2023: دراسة مقارنة في ضوء التجارب الدولية

Abstract

تُعد عملية إعادة إعمار قطاع غزة بعد حرب 2023 قضية محل اهتمام العديد من الأطراف، نظرًا للدمار الشامل الذي لحق بالبنية التحتية والمرافق العامة والمناطق السكنية، حيث واجهت جهود الإعمار السابقة تحديات كبيرة تتعلق بالحوكمة والتمويل والتنسيق، ما يبرز الحاجة إلى تبني آليات مستندة إلى الأدلة والخبرات الدولية، حيث هدف هذا البحث إلى وضع تصورات لآليات إعادة الإعمار في ضوء تجارب دولية من أجل الوصول إلى رؤية شاملة وفعالة في عملية إعادة الإعمار، واعتمد البحث على المنهج الوصفي التحليلي والمنهج المقارن من أجل الوصول إلى الهدف، وكانت أبرز النتائج التي تم التوصل إليها في أن عملية إعادة الإعمار تتطلب عملية إعادة الإعمار في قطاع غزة تنسيقًا دوليًا ومحليًا عالي المستوى، الانقسام الداخلي والتجاذبات الإقليمية والدولية تعرقل الجهود الرامية للإعمار وتحول دون تحقيق أي تقدم فيها، تجارب الدول السابقة في عملية إعادة الإعمار تؤكد أهمية القيادة والتخطيط و العمل على استغلال الفرص خاصة مع وجود اهتمام إقليمي وعالمي متجدد، وكانت أهم التوصيات في ضرورة قيام السلطة الفلسطينية بإنشاء هيئة وطنية مستقلة لإعادة الإعمار تحظى بدعم سياسي وشعبي وتكون مسؤولة عن وضع وتنفيذ خطط إعادة الإعمار، وتأمين ضمانات دولية للتمويل والتنفيذ من أجل تجنب إهدار الموارد وضمان استمرارية في تدفق التمويل، ضرورة الاستفادة من التجارب الدولية الناجحة وتكييفها مع السياق المحلي في القطاع، التركيز على الأبعاد الاجتماعية والإنسانية في الإعمار، مثل الصحة والتعليم والإسكان، جنبًا إلى جنب مع المشروعات الاقتصادية، لضمان تعافٍ شامل ومستدام و تعزيز الشراكة مع جمهورية مصر العربية لتولي دورًا ومحوريًا في قيادة جهود إعادة إعمار قطاع غزة.
