Abstract

تهدف هذه الدراسة إلى تحليل أثر التحول من الأساس النقدي إلى أساس الاستحقاق في القطاع العام والقطاع غير الربحي في المملكة العربية السعودية، مع تسليط الضوء على تجربة رابطة العالم الإسلامي لهذا التحول. جاء هذا التوجه ضمن إطار تعزيز الشفافية والكفاءة المالية بما يتماشى مع أهداف رؤية المملكة 2030، ومعايير المحاسبة الدولية للقطاع العام (IPSAS).اعتمدت الدراسة على المنهج الوصفي التحليلي، وتم استخدام أداة الاستبانة لجمع البيانات من عينة شملت موظفين ومحاسبين في الجهات الحكومية والمنظمات غير الربحية، حيث بلغ عدد المشاركين 150 فردًا. تكونت الاستبانة من ثلاثة محاور رئيسية: (أثر التحول، ومدى الاستجابة المؤسسية، والتحديات المصاحبة). وتم تحليل البيانات باستخدام برنامج SPSS لاستخلاص المتوسطات الحسابية والانحرافات المعيارية.أظهرت النتائج أن التحول إلى أساس الاستحقاق أسهم بشكل واضح في تحسين جودة التقارير المالية، وزيادة مستوى الشفافية والحوكمة في الجهات المستهدفة، كما بيّنت الدراسة وجود استجابة جيدة من المؤسسات للتحول، خاصة بدعم القيادة العليا والتكامل مع الأنظمة التقنية. ومع ذلك، كشفت النتائج عن عدد من التحديات، أهمها ضعف البنية التحتية، وقلة الكفاءات المؤهلة، وارتفاع تكاليف التحول.واختتمت الدراسة بعدد من التوصيات، من أبرزها تعزيز التدريب المتخصص، تطوير البنية التقنية، وتوفير الدعم المؤسسي للجهات المتأخرة في تنفيذ التحول لضمان تحقيق أهدافه بشكل فعّال ومستدام.
