التوافق الاستراتيجي بين التوجهات والأنشطة المنشورة: دراسة تحليلية على مؤسسة ائتلاف أمان في فلسطين

Abstract

هدفت هذه الدراسة إلى تحليل مدى التوافق بين التوجه الاستراتيجي المعلن لمؤسسة "ائتلاف أمان" والأنشطة التنفيذية المنشورة فعليًا، وذلك عبر تحليل أربعة أبعاد رئيسة: الابتكار، الريادة، التركيز على المستفيدين، والاستجابة البيئية. اتبع الباحث المنهج الوصفي التحليلي، مستخدمًا تحليل المضامين المؤسسية للوثائق الرسمية والأنشطة المعلنة، مع توظيف نموذج (Resource–Product–Market) لقياس مؤشر التوافق الاستراتيجي (SAI). شمل مجتمع الدراسة الوثائق المنشورة على الموقع الرسمي للمؤسسة، وتم تحليل مؤشرات التوافق بناءً على الأبعاد المذكورة. أظهرت النتائج أن مؤسسة "أمان" تُترجم توجهاتها إلى أنشطة ذات انسجام وظيفي مرتفع، إذ تراوحت مؤشرات SAI بين (0.77–0.82)، مما يعكس تكاملًا فعليًا بين الرؤية والبرامج المنفذة. وتجلّت ملامح الابتكار في أدوات الرقابة الرقمية والصحافة الاستقصائية، بينما ظهرت الريادة عبر المبادرات الإصلاحية وأوراق تعديل السياسات العامة، في حين تجسد التركيز على المستفيدين في التدريبات المجتمعية والمنتديات الحوارية، وأبرزت الاستجابة البيئية مرونة المؤسسة في تكييف خطابها وبرامجها وفق المتغيرات الوطنية. خلصت الدراسة إلى عدة توصيات، أبرزها: تعزيز أدوات قياس الأثر الرقمي للأنشطة، مأسسة أوراق الموقف ضمن سياسات تشريعية، تطوير إطار للاستجابة البيئية المؤسسية، وتفعيل تحليل دوري لاحتياجات الجمهور. تسهم هذه الدراسة في بناء نموذج تطبيقي لدمج التوجه الاستراتيجي بالممارسة المؤسسية، وتُقدّم مدخلًا لتطوير أدوات القياس داخل السياق الرقابي الفلسطيني.
