Abstract
ABSTRACT Brazilian governors are usually deemed institutionally strong and holders of significant political resources that help form and maintain legislative coalitions in the state assemblies. It is not yet clear, however, the extent to which governors need to bargain and negotiate in the assemblies. Legislative organization is clearly one of the factors that help explain how costly these transactions are. This essay analyzes how the budget process in Brazilian State Assemblies is organized. The main findings are that most assemblies are as centralized as at the federal level and that state deputies are, at least legally, in a better position to amend the budget than their counterparts at the federal level. This has clear implications for the political economy of Brazilian states and coalition management at the subnational level.KEYWORDS: Budget process, Brazilian State Assemblies, governors, Legislative organization, coalition management.
