Citizen Participation in Development Planning: Exploring its Impact and Challenges in Colombia

Abstract

The research article addresses the importance of citizen participation in the design, execution, and success of development plans in Colombia. It emphasizes that the voice and action of citizens are fundamental to the legitimacy of public policies and the very essence of democracy. The research focuses on examining how citizen participation influences the effectiveness, legitimacy, and relevance of government policies, with the aim of understanding how this interaction shapes the course of contemporary societies. A methodology based on literature review and critical analysis of existing literature on citizen participation and development plans is developed. Three crucial aspects are identified: the historical and conceptual evolution of citizen participation, the forms of citizen participation and their impact on decision-making, and emblematic cases of citizen participation in development globally. The conclusions highlight the gradual evolution of citizen participation in Colombia and the need to address persistent challenges such as the digital divide and representativeness. The importance of promoting civic education, improving transparency and accountability, and strengthening communities' capacity to participate effectively in decision-making processes is emphasized
