The Russian Constitution of 1993: Vladimir Putin. Consolidation of a new political system in Russia

Abstract

The 1993 Russian Constitution, originally intended as a framework for the transition to a liberal democracy, has been utilized by Vladimir Putin to consolidate a new political system in Russia. Since coming to power in 2000, Putin's persona and policies have shaped the implementation of the Constitution, adapting its legal framework to the needs of a model of government that seeks long-term stability and national development. Constitutional amendments initiated by Putin in 2008, 2014, and 2020 have strengthened the executive branch and the figure of the president, and have introduced significant changes in three other key institutions of the Russian political system: the Federal Assembly, the Government, and the Judiciary. The political project started two decades ago has not only been completed, but has been surpassed in its entirety, culminating in a new legal-political stage.
