"Espacio público" - öffentlicher Raum in Quito (Ecuador): Ein Instrument zur Steuerung räumlicher Entwicklung

Abstract

El artículo analiza el concepto del 'espacio público' implementado por la administración Municipio Distrito Metropolitano Quito (MDMQ) 2009-2014. Resultados principales abarcan: a) Se trata de un concepto más amplio que el entendimiento urbanista tradicional. Esto incluye: una perspectiva tradicional (plazas, veredas, parques: su estructura y mantenimiento); una perspectiva dinámica (ciclovias y el sistema de bicicleta comunal; las presentaciones culturales en los espacios públicos); una perspectiva ambiental (áreas verdes y protegidas urbanos y distritales) y una perspectiva social (seguridad cotidiana en espacios públicos y derechos de la ciudadanía). b) El 'espacio público' fue introducido como figura en la administración local y tiene su presupuesto, con lo cual aseguran la sostenibilidad de una política comunal para el espacio publico. c) La forma como el espacio público estuvo integrado en el Plan Metropolitano de Desarrollo podría servir como un instrumento de coordinación sectorial. d) La interpretación del espacio público como programa transversal, contribuye una novedad al discurso de estudios científicos existentes. e) Existe potencial para precisar el concepto actual, que podría ayudar: a. a evaluaciones ex post de proyectos de redes municipales, b. a llevar la discusión sobre 'cohesión territorial' a un nivel 'tangible' para la población y la administración local y c. a discutir una perspectiva territorial del 'capital relacional', tal como dispone el MDMQ. Considerando que se trabajó con un enfoque de la geografía aplicada, los resultados también ponen una base para futuras discusiones e investigaciones.
