Hemmnisse für den Süd-Süd-Handel und Möglichkeiten zu ihrer Überwindung

Abstract

Der Handel unter Entwicklungsländern (Süd-Süd-Handel) ist im Vergleich zum gesamten Welthandel trotz zahlreicher Ansätze zu seiner Förderung weiterhin sehr gering. Nach dem Zweiten Weltkrieg war ein stetiger Rückgang des Anteils des Süd-Süd-Handels am gesamten Welthandel zu beobachten. Erst ab Mitte der 70er Jahre konnte ein leichter Anstieg dieses Anteils erreicht werden, der jedoch vor allem auf den Rohölpreisanstieg zurückzuführen war. Ende der 80er/Anfang der 90er Jahre ist der Anteil genauso hoch wie Ende der 50er/Anfang der 60er Jahre. Allerdings hat sich die gütermäßige Zusammensetzung des Süd-Süd-Handels verändert: der Anteil von Industriegütern ist zu Lasten von Lebensmitteln deutlich gestiegen. Eine Intensivierung des Süd-Süd-Handels wurde und wird mit unterschiedlicher Intention gefordert. Die einen sehen im Süd-Süd-Handel einen Ersatz für den Handel der Entwicklungsländer mit den Industriestaaten, andere betrachten ihn als Ergänzung zu letzterem, wiederum andere erachten ihn als eine Vorstufe zum intensiveren Handel mit Industrieländern. Im folgenden soll untersucht werden, welche Ursachen dazu gefuhrt haben, daß der Süd-Süd-Handel trotz seiner breiten theoretischen und ideologischen Befürwortung immer noch gering ist und wie diese Ursachen beseitigt werden können.
