Abstract

Fragt man nach der Zukunft des GATT, so sind vor allem die Wege in die Zukunft zu betrachten, die in den Vereinbarungen der Uruguay-Runde gewiesen wurden. Diese Vereinbarungen wiederum sind nicht ohne einen Blick in die Vergangenheit zu beurteilen. Denn das Programm der Uruguay-Runde bestimmten die Probleme der 'alten' GATT-Ordnung ('GATT 1947'). In Abschnitt I dieses Beitrags wird daher eine Reihe der wichtigsten Probleme des 'GATT 1947' genannt, für die die Uruguay-Runde Lösungen finden sollte. In Abschnitt II werden wichtige Lösungsansätze für diese Probleme referiert, die in der Uruguay-Runde vereinbart wurden ('GATT 1994'). In Abschnitt III werden Fragen zur Welthandelsordnung der Zukunft, wie sie in der Uruguay-Runde konzipiert wurde, diskutiert.
