Die Dynamik des Konflikts um den Stromtrassenbau: Stabilität, Wandel oder Stagnation?

Abstract

Der Konflikt um den Ausbau des Energieübertragungsnetzes wird seit Jahren besonders durch Proteste verzögert. Abhängig vom regionalen Kontext dominiert entweder die Forderung, die Trassen als Erdkabel zu verlegen oder sie gar nicht zu bauen. Der Text untersucht die Reaktionen der Befürworter des Netzausbaus und betrachtet dazu neue Gesetze auf Bundes- und Länderebene, Reaktionen auf Projektebene sowie Strategien zur Minderung der Proteste. Die beteiligten Akteure, Koalitionen, Machtverhältnisse, Institutionen und verfügbare Technologien konstituieren den Netzausbau als sozio-technisches Feld. Ausgehend von den Reaktionen auf die Proteste behandelt der Text die Frage, in welcher Hinsicht bisher von einem Wandel dieses Feldes gesprochen werden kann. Dabei wird auf die Theorie gradueller Transformationen zurückgegriffen, welche diesbezüglich Transformationen unterschiedlicher Reichweite differenziert. Bis dato zeichnet sich am ehesten eine moderate Transformation des Feldes ab, die allerdings nicht abgeschlossen ist. Ausgehend von der Offenheit des Status quo und möglichen Entwicklungen angrenzender Felder werden anhand von Szenarien (Horizont 2030) zukünftige Verläufe für den Stromtrassenbaus modelliert. Im vorliegenden Text werden Ergebnisse aus dem Kontext der Helmholtz-Allianz ENERGY-TRANS sowie des BMBF-Projekts ENavi dargelegt.
