Wie vollzieht sich der (bürokratische) Wandel von Staatlichkeit? - das Beispiel der Europäisierung des Mehrebenenverwaltungssystems Deutschlands

Abstract

In dem Beitrag werden die Auswirkungen der Europäisierung auf die bundesdeutschen Verwaltungen auf einer breiten empirischen Grundlage analysiert. Dabei geht es zum einen um das Ausmaß der Europäisierung und zum anderen um die sich herausbildenden spezifischen Verarbeitungsformen. Europäisierung führt zu einem hohen Grad an Binnen- und Umweltkomplexität, deren Verarbeitung durch europa- und verwaltungspolitische Frames sowie durch strategisches Verhalten erfolgt. Der Oppprtunismus der Verwaltung. als administrativer Handlungstypus, gewinnt unter den Bedingungen der Europäisierung an Bedeutung und wirft neue Fragen hinsichtlich der Legitimation des Verwaltungshandelns auf.
