Das Programm zur Förderung der industriellen Gemeinschaftsforschung: Zwischenbilanz der erweiterten Erfolgskontrolle

Abstract

Der vorliegende Bericht stellt in einer Zwischenbilanz die zentralen Ergebnisse der Erweiterten Erfolgskontrolle des Programms zur Förderung der IGF dar. Diese Evaluation wurde vom RWI Essen und der Wirtschafts- und Sozialforschung Kerpen (WSF) im Zeitraum Juni 2005 bis Juli 2007 im Auftrag des BMWi durchgeführt. Die Analyse basiert auf einer Untersuchung von 78 IGF-Projekten, deren Laufzeit in den Jahren 2004 bzw. 2005 endete sowie auf den Ergebnissen von Expertengesprächen mit Mitarbeitern von FV und FSt sowie einer 2006 durchgeführten Unternehmensbefragung. Der Bericht fokussiert auf die zentrale Frage des Ergebnistransfers und zeigt Ansatzpunkte für eine weitere Verbesserung der Abläufe und Strukturen der IGF auf. Des Weiteren vermittelt er einen Ausblick auf die in 2008 und 2009 geplanten Arbeiten und diskutiert Ansätze zur Ermittlung der Effektivität und volkswirtschaftlichen Effizienz der IGF sowie Vorschläge zur Weiterentwicklung des Programms zur Förderung der IGF.
