Importe aus der Dritten Welt: Anpassungsnotwendigkeiten in der Bundesrepublik

Abstract

Importe haben für manche Gruppen einer Volkswirtschaft eine unangenehme Konsequenz: Importe reduzieren die Gewinne; sie zerstören Arbeitsplätze in den Sektoren, die Importsubstitute herstellen; sie bedrohen die Position von Wirtschaftszweigen und vernichten gar die Existenz. Möglicherweise konzentrieren sich diese sektoralen Auswirkungen in spezifischen Regionen, und schließlich werden Keynesianer darauf verweisen, daß Importe Absickerverluste darstellen, also einen Verlust an gesamtwirtschaftlicher Nachfrage. Sollten wir in der Bundesrepublik die Importe verhindern oder zurückdrängen? Sollten wir unsere Wirtschaftszweige wie die Landwirtschaft, Eisen und Stahl, die heimische Kohle, die Werften, Textil und Bekleidung, aber auch neuerdings moderne Wirtschaftszweigs wie die Automobilindustrie, die Produktion von Chips, Haushaltselektronik, die Computer-Industrie und die Kommunikationsindustrie vor der ausländischen Konkurrenz schützen? Sollen wir den Wünschen einzelner Wirtschaftszweige nachgeben? Sollen wir uns auf bilaterale Handelsabkommen einlassen und damit in die steinzeitliche Tauschwirtschaft von Asterix und Obelix zurückkehren? In die Zeit der Hinkelsteine? Oder sollen wir uns auf der Importseite auf neue Gegebenheiten in der Weltwirtschaft einrichten? Sollen wir unsere Wirtschaftszweige im Interesse einer internationalen Arbeitsteilung von dem Geschehen in der Weltwirtschaft abhängig machen? Und welche Anpassungsprozesse sind dann bei uns erforderlich?
