Die Messung des Fachkräftemangels: Methodik und Ergebnisse aus der IW-Fachkräftedatenbank zur Bestimmung von Engpassberufen und zur Berechnung von Fachkräftelücken und anderen Indikatoren

Abstract

Der vorliegende IW-Report führt eine neue Methodik zur Messung des Fachkräftemangels ein und leistet somit einen zentralen Beitrag zur Abbildung der Fachkräftesituation in Deutschland. Zunächst wird eine definitorische Abgrenzung des Begriffs "Fachkräftemangel" vorgestellt. Anschließend wird seine Operationalisierung diskutiert. Im Ergebnis werden Arbeitsangebot und -nachfrage gegenübergestellt, indem Arbeitslose als Indikator für ungenutztes Arbeitsangebot und offene Stellen als ungedeckte Arbeitsnachfrage herangezogen werden. Für die konkrete Berechnung der Kennzahlen stellt die Arbeitslosen- und Stellenstatistik der Bundesagentur für Arbeit (BA) die zentrale Datengrundlage dar, da diese Daten in großen Fallzahlen und nach den 1.286 Berufsgattungen der KldB (Klassifikation der Berufe von 2010) vorliegen. Die feine berufliche Differenzierung ist zentral für die Aussagekraft der Ergebnisse.
