Finanzhilfen des Bundes

Abstract

Die Subventionen in Deutschland sind Gegenstand intensiver wirtschaftspolitischer Auseinandersetzungen. Zu den Subventionen zählen neben den Steuervergünstigungen die Finanzhilfen, die der Bund, die Länder, die Gemeinden, aber auch die Europäische Union gewähren. Die Abgrenzung der Finanzhilfen wird erläutert. Das Ausmaß und die Struktur der Finanzhilfen des Bundes im Zeitraum 1988?2003 werden aufgezeigt. Die Ergebnisse werden den Angaben im Subventionsbericht der Bundesregierung und dem Subventionsvolumen, das dem Vorschlag der Ministerpräsidenten Koch und Steinbrück zugrunde liegt, gegenübergestellt.
