Eine Strategie zum Abbau der Subventionen

Abstract

Die Subventionen in Deutschland werden fast einhellig als zu hoch angesehen. Die Politik hat Ansätze zur Kürzung entwickelt. Zum einen gibt es die Absichten der Bundesregierung, nach denen einzelne Hilfen gezielt gekürzt werden sollen, zum anderen gibt es den Plan der Ministerpräsidenten Koch und Steinbrück, nach dem viele Subventionen grundsätzlich pauschal reduziert werden sollen. In der vorliegenden Arbeit wird eine alternative Strategie zum Abbau der Subventionen entwickelt. Es werden dabei alle Steuervergünstigungen und die Finanzhilfen des Bundes analysiert. Eine Gesamtstrategie des Subventionsabbaus muss selbstverständlich auch die Finanzhilfen einbeziehen, die auf EU-Ebene und von den Ländern und Gemeinden in eigener Verantwortung bewilligt werden.
