Abstract

Seit vier Jahrzehnten zählt die Brüsseler Wettbewerbspolitik zu den Vorzeigestücken der Europapolitik. Auf keinem anderen Feld hat die Europäische Kommission von Anfang an so weitreichende Befugnisse besessen und davon auch im Interesse des freien Spiels der Marktkräfte Gebrauch gemacht. In den letzten Jahren hat sich jedoch die Kritik an und der Reformstau in der europäischen Wettbewerbspolitik stetig erhöht. Die zunehmende Verflechtung der Märkte in Europa und in der Welt zwingen dazu, die Praxis bei der Prüfung von wettbewerbsbeschränkenden Maßnahmen - seien es Unternehmenszusammenschlüsse oder staatliche Subventionen (Beihilfen) - zu überdenken. Im vergangenen Berichtszeitraum konzentrierte sich die öffentliche und wirtschaftspolitische Diskussion vor allem auf eine Vereinfachung und Lockerung des europäischen Kartellrechts, auf die Gruppenfreistellung vom Kartellverbot im Kraftfahrzeughandel und die zentrale Vermarktung von Fußballveranstaltungen.
