Die Potenziale des Deprival Value-Konzepts zur entscheidungsorientierten Bewertung von Kapital in liberalisierten Netzindustrien

Abstract

Die Liberalisierung der Netzindustrien hat das Interesse an den konzeptionellen Grundlagen der Kapitalkostenermittlung wiederbelebt. Im Mittelpunkt dieses Beitrags steht eine dieser Grundlagen: Das Deprival Value-Konzept. Es wird aufgezeigt, dass es sich hierbei um ein ökonomisch fundiertes Bewertungskonzept handelt, das sich sowohl in stationären als auch in nicht-stationären Bewertungskontexten konsistent als Referenzpunkt verwenden lässt. Die Kontextabhängigkeit der Deprival Value-Ermittlung, die in anderen Zusammenhängen als nachteilig erscheinen mag, ist in Netzen ein zentraler Vorteil, denn liberalisierte Netze sind durch eine Vielfalt unterschiedlicher Bewertungskontexte gekennzeichnet. Erschwerend kommt hinzu, dass trotz der Liberalisierung in manchen Netzbereichen wettbewerbliche Marktpreise nur eingeschränkt verfügbar sind. Die Interpretation der Deprival Value-Ermittlung als fiktive Investitionsrechnung macht deutlich, dass die Bewertung von Kapital in Netzen eine unternehmerische Aufgabe ist.
