Reflexiones sobre el sistema y las políticas de innovación del País Vasco

Abstract

El primer capítulo de este documento compara el sistema de innovación vasco con el de otros países avanzados, basándose para ello en las estadísticas de I+D y en el indicador europeo de innovación (EIS). En segundo lugar, el sistema vasco se compara con el de otras regiones, basándose en las tipologías de regiones europeas y españolas elaboradas por el autor, así como en el Regional Innovation Scoreboard (RIS 2009). Tras ello, el documento analiza el peso y evolución de los diferentes tipos de actores que componen las infraestructuras científico-tecnológicas del País Vasco, en términos de número y tamaño de los agentes, su gasto y personal de I+D y financiación, a partir de una explotación específica solicitada a Eustat que agrupa los datos según las categorías manejadas por la red vasca de ciencia tecnología e innovación. Por último, el documento analiza los retos o problemas existentes en aquellos miembros de la cadena de valor del conocimiento (especialmente, CIC, centros tecnológicos, unidades empresariales de I+D y otros servicios avanzados a empresas intensivos en conocimiento) que generan este para ser transferido a las empresas. Todo ello, con el fin de formular una serie de recomendaciones tendentes a la mejora de las políticas de innovación en el sistema vasco.
