Arbeitnehmerüberlassung: Boomende Branche mit hoher Fluktuation

Abstract

"Die Leiharbeitsbranche expandiert weiterhin mit hohen Wachstumsraten. Dafür dürfte vor allem die stufenweise Deregulierung des Leiharbeitsrechts verantwortlich sein. Leiharbeitsjobs stellen in der Regel kurze Phasen im Erwerbsverlauf dar. So waren etwa im Jahr 2003 nur 13 Prozent der Leiharbeiter ein Jahr oder länger ununterbrochen beim gleichen Arbeitgeber beschäftigt. Gesetzliche Überlassungshöchstdauern können die Beschäftigungsstabilität der Leiharbeitnehmer im Verleihbetrieb nicht garantieren. Infolge ihrer Verlängerung stieg aber die Dauer der Betriebszugehörigkeit bis Mitte der 90er Jahre deutlich. Seit der Flexibilisierung des Arbeitnehmerüberlassungsrechts im Jahr 1997 ist die Betriebszugehörigkeit im Verleihbetrieb wieder spürbar gesunken. Gleichzeitig haben Kettenverträge an Bedeutung gewonnen. Auf die soziodemographischen Merkmale der Leiharbeiter hatten die Reformen des Leiharbeitsrechts kaum Einfluss. Leiharbeit bietet Beschäftigungschancen vor allem für Männer, Ausländer, Jugendliche und Geringqualifizierte. Allerdings erhalten immer mehr Arbeitslose in dieser Branche - wenn auch nur für kurze Zeit - Gelegenheit zu einer Erwerbstätigkeit." (Autorenreferat, IAB-Doku)
