Abstract

Les dispositifs d'insertion actuels, français notamment, reposent pour la plupart sur une conception de la responsabilité individuelle du chômage (de longue durée) et suivent une logique « adaptative » : améliorer « l'employabilité » des chômeurs, conçue comme une aptitude individuelle indépendante du contexte de travail et d'évaluation. Notre contribution justifie un renversement de logique des politiques d'insertion par la prise en compte des responsabilités sociales dans le chômage de longue durée et l'exclusion, associée à une conception collective, émergente et contextuée de l'employabilité. Elle s'appuie sur le récit d'observation d'une méthode d'insertion innovante en France (IOD) qui cherche à modifier les modes d'évaluation et de recrutement des employeurs pour insérer un public précaire, habituellement discriminé. Cette logique intrusive a pour objectifs de transformer la demande de travail et d'induire une évolution des pratiques des entreprises vers des embauches stables et vers une baisse de la sélectivité à l'embauche.
