Abstract

La Fonction publique représente un quart de l'emploi salarié en France. Dans un contexte de tensions internes et externes au secteur, la formation continue pourrait être amenée à jouer un rôle croissant. Cet article cherche à expliquer l'accès plus large à la formation des agents de la Fonction publique au regard de celui des salariés du privé. L'hypothèse est que chacun des secteurs d'emploi définit un espace de régulation et de contraintes plus ou moins propice au suivi d'une formation. Deux résultats émergent. La participation à formation est globalement moins inégalitaire dans la Fonction publique et est en partie liée à la spécificité des métiers et des fonctions exercés. Mais si le public et le privé se distinguent, c'est moins par les modalités et les contenus des formations que par l'existence d'un environnement plus ou moins favorable à la connaissance et à l'exercice des droits en la matière.
