Abstract

The production of weapons is no longer closely linked to the emergence of conflicts between States. Today, an intense technological race is developing between states and large arms firms to both deter an aggressor or a recalcitrant country from opposing its own national interests. The sector is gradually moving out of the public domain, concentrating and becoming more international, and cooperation between companies and states is expanding. Arms exports are growing, but they are not always successful, especially in the longer term. Indeed, buyer states often demand economic compensation for large arms contracts. Military R & D is in crisis in Europe and American firms seem to be gradually gaining ground in this sector of innovation, especially in the field of the digital economy.
