La stratégie collective vue par la communication : le cas de HAROPA

Abstract

Dans un contexte de concurrence croissante, les grands ports maritimes élaborent de nouvelles stratégies dans le but de se rendre attractifs. Dans cette optique, ils élaborent avec des ports maritimes et fluviaux d'un même axe géographique des stratégies collectives de corridors logistico-portuaires, créant à l'échelle d'un territoire interrégional des ensembles multiportuaires pilotés par des méta-organisations. Cet article examine ces stratégies collectives par une analyse lexicale confrontant les documents stratégiques des ports d'un corridor logistico-portuaires à celui de leur méta-organisation, identifiant ainsi des domaines flous entre les compétences de la méta-organisation et celles des ports.
